18-03: Promote Noxious Weed Control
THEREFORE, BE IT RESOLVED: that Montana Association of Conservation Districts (MACD) is to work with the: 1) Montana Department of Natural Resource and Conservation on an easement development education/outreach project, 2) Montana Weed Control Association, Montana Association of Counties, & other partners, as appropriate, to inform them of Conservation District issues, & 3) Montana Invasive Species Council regarding their potential review of Invasive Species Law.

THEREFORE, BE IT RESOLVED: that the Montana Association of Conservation Districts (MACD) help facilitate informational workshops with County Weed Boards as requested by Conservation Districts regarding these invasive grass species in order to educate the public on how to identify and differentiate these weed species from other grasses on their ag lands, and provide education on control methods for these species.

NOW, THEREFORE BE IT RESOLVED, that MACD request that all state and federal regulatory agencies have written policies in place for cleaning vehicles, equipment and watercraft that travel off-road or move to different waterbodies, to minimize chances of spreading invasive species when performing field work; and BE IT FURTHER RESOLVED, that MACD work with agencies to ensure that a periodic review of policies, practices and implementation take place, with the goal being to lead by example to better protect our natural resources from terrestrial and aquatic invasive species.

THEREFORE BE IT RESOLVED, that MACD supports the formation of an Invasive Species Advisory Council attached to the Governor’s office. This would more closely align Montana’s invasive species management efforts with surrounding states such as Idaho, Oregon, and Washington, and improve coordination among private, state, and federal stakeholders.
BE IT FURTHER RESOLVED that the Invasive Species Advisory Council be comprised of members representing a cross-section of Montana agricultural, environmental, governmental, and business interests.

THEREFORE BE IT RESOLVED, that MACD petition the Montana Legislature to promulgate, pass and fund legislation that requires mandatory watercraft inspections for all watercraft that are traveling into Montana and all watercraft within Montana that are traveling from waterway to waterway.

THEREFORE, BE IT RESOLVED that Montana Association of Conservation Districts (MACD) open and maintain dialogue with BNSF Railway to insure BNSF Railway is aware of the concerns and responsibilities of Montana conservation districts, and is also made aware of the corresponding responsibilities of BNSF Railway as a member of the Montana community.

THEREFORE BE IT RESOLVED, that the Montana Association of Conservation Districts (MACD) formally requests that federal, state and local agencies that control and manage public lands do so in a manner that protects the resource base and property rights of adjacent private lands utilizing the experience and knowledge of local land owners, conservation districts, and other local agency range management specialists.

THEREFORE BE IT RESOLVED that the Montana Association of Conservation Districts write and execute an MOU with the appropriate regional and/or state USFWS office to establish a framework for Conservation Districts to work with local USFWS offices in Montana.
BE IT FURTHER RESOLVED that the MACD pursue and support state legislation and Congressional action urging the USFWS to manage the CMR in a manner that identifies and addresses local needs, follows the enabling legislation that established the refuge, and dovetails with the local CD’s conservation work.
