THEREFORE BE IT RESOLVED, that MACD petition the Montana Legislature to promulgate, pass and fund legislation that requires mandatory watercraft inspections for all watercraft that are traveling into Montana and all watercraft within Montana that are traveling from waterway to waterway.

10-07: Wolves & Endangered Species Act

THEREFORE BE IT RESOLVED, that the Montana Association of Conservation Districts (MACD);

Support federal legislation to amend the endangered species act in such a manner to allow delisting of wolves.
Support additional funding for Animal Damage control and fair compensation for losses.
Support and encourage Fish, Wildlife and Parks to act more swiftly and with greater force to eliminate problem wolf packs.

10-06: Resolution to Revise Law Regarding the Appointment of Urban Supervisors

THEREFORE, BE IT RESOLVED, that the Montana Association of Conservation Districts pursue legislation allowing, the supervisors may  to adopt a resolution changing the structure of the board to include five elected supervisors and two supervisors appointed by incorporated municipalities within conservation district boundaries to represent urban interests, when only part of an incorporated city is within the conservation district boundaries.

BE IT FURTHER RESOLVED, it further resolved, that the Montana Association of Conservation Districts pursue legislation allowing the municipalities to appoint urban supervisors that live within the district boundaries but not necessarily within the city limits.

BE IT FURTHER RESOLVED, that the Montana Association of Conservation Districts pursue legislation that the two urban supervisors appointed will represent all the municipalities within the Districts.

10-05: Water Reservations & Change of Use

THEREFORE, BE IT RESOLVED, that Montana Association of Conservation Districts encourage the Montana Department of Natural Resources and Conservation to assist conservation districts in their efforts to promote beneficial use of Montana’s waters by supporting legislation allowing use of conservation district reserved water under approved development plans by exempting proposed projects from the change in appropriation process under Title 85, chapter 2, part 4, Mont. Code Ann., where:

1) The source is identified on the original reserved water application;

2) The original public notice reflects correct information of proposed use;

3) All or any portion of the proposed place of use is located in any township, range, of the originally designated project boundary as defined in the original plan. ;

4) The proposed use does not exceed 10.0 cubic feet per second or 1,000 acre feet per year; and

5) The purpose is for agricultural irrigation.

THEREFORE, BE IT RESOLVED that Montana Association of Conservation Districts (MACD) open and maintain dialogue with BNSF Railway to insure BNSF Railway is aware of the concerns and responsibilities of Montana conservation districts, and is also made aware of the corresponding responsibilities of BNSF Railway as a member of the Montana community.

10-01: Protection of Private Property Rights

THEREFORE BE IT RESOLVED, that the Montana Association of Conservation Districts (MACD) formally requests that federal, state and local agencies that control and manage public lands do so in a manner that protects the resource base and property rights of adjacent private lands utilizing the experience and knowledge of local land owners, conservation districts, and other local agency range management specialists.
