Each year, MACD’s member districts are invited to craft and submit resolutions that will help direct the advocacy and policy work of the Association on specific natural resource issues. Through the resolution process, districts are able to provide the Association with direct input on natural resource topics of high interest or concern at the local, regional, state, and/or national level.

08-05: Charging An Inspection Fee to Administer the Natural Streambed and Land Preservation Act of 1975
DID NOT PASS. NOW THEREFORE BE IT FURTHER RESOLVED, that the Montana Association of Conservation Districts is directed to work with the necessary entities – including the Montana Department of Natural Resources and Conservation, Conservation District Bureau and/or the 2009 Legislative Assembly to clarify that the Natural Streambed and Land Preservation Act allows Conservation Districts to charge an inspection fee for administrative purposes.

NOW THEREFORE BE IT RESOLVED, that Conservation Districts in Montana request that the state and federal agencies work to facilitate obtaining a biologic control for suppression of houndstongue in the state of Montana.
Read full resolution08-03: Resolutions Opposing Split State Status for the Management of Brucellosis in the State of Montana
THEREFORE BE IT RESOLVED, that the MACD encourage Governor Schweitzer to sign the Memorandum of Understanding directing the Greater Yellowstone Interagency Brucellosis Committee to address the root of the brucellosis problem; and
BE IT FURTHER RESOLVED, that the MACD encourages all signatories of the Interagency Bison Management Plan to fully implement the plan to prevent the spread of brucellosis; and
BE IT FURTHER RESOLVED, that MACD opposes other action that may facilitate the spread of the disease prior to implementation of Interagency Bison Management Plan.
NOW THEREFORE BE IT RESOLVED, that the Montana Association of Conservation Districts stand opposed to the implementation of split state status on the livestock producers of Montana for the management of brucellosis.
Read full resolution08-02: Operational Funding For Conservation Districts
NOW THEREFORE BE IT RESOLVED, that conservation districts unite to address this critical funding issue, create a commission/committee/task force of district representatives from across the state who shall be empowered to work with a variety of individual, agency and organizational staff, along with MACD to research the funding problems of the Montana districts and study the operational and funding sources of districts in other states across the United States. The committee shall be instructed to develop a goal-oriented plan highlighting ideas/strategies to re-organize and re-fund districts (including legislatively) in Montana in such a way as to provide a basic operational foundation for each district, and more equilateral distribution of funding so as to be able to employ qualified, long-term staff, offer realistic wages and benefits and attract people whose interest and hearts are devoted to the ideals of the conservation movement.

NOW THEREFORE BE IT RESOLVED, that MACD and DEQ work together to set up a MOU or other process that can be tailored to fit individual districts.
NOW THEREFORE BE IT FURTHER RESOLVED, that cooperation shall include timely notification, inclusion of Conservation District’s Representatives in all field visits. Also included will be mutual sharing of all data, both CD and DEQ generated.

NOW THEREFORE BE IT RESOLVED, that the Montana Association of Conservation Districts, along with the Rangeland Resources Executive Committee support the continued funding of the Undaunted Stewardship Program, Montana Sheep Institute and the Skeen Institute are essential programs to the state of Montana, which assist ranchers in improving management practices and innovative ideas in agriculture.

NOW THEREFORE BE IT RESOLVED, that transportation corridors are required in order to accommodate water users who need to move water for Agricultural and Municipal uses. MACD is directed to work with Montana Department of Transportation, Montana Department of Natural Resources and Conservation, Montana Department of Agriculture and other appropriate entities/agencies to alleviate problems with moving water through or under current road and rail ways and encourage the use of Montana’s waters for Agricultural and Municipal uses.

THEREFORE, BE IT RESOLVED that the Montana Association of Conservation Districts (MACD) engage the assistance of the National Association of Conservation Districts (NACD) and actively join in the effort to keep the Treasure & Sanders County FSA office open for service to the producers and to the community.

NOW THEREFORE BE IT RESOLVED, that the Montana Association of Conservation Districts at its November 14, 2007 annual meeting urges the Forest Service, Congress and the President of the United States to consider a revised policy which includes immediate suppression of fires in a watershed drainage in drought years.

THEREFORE BE IT RESOLVED, that the Montana Association of Conservation Districts be in favor of and pledge its support for these groups requesting, during the next session of the United States Congress, that the Hidden Pasture Creek WSA number MT-076-022 be removed from any further wilderness study designation.

THEREFORE BE IT RESOLVED, that the Montana Association of Conservation Districts research and move forward in proposing legislation to change the law to allow the Conservation Districts the authority to appoint an associate supervisor to serve in the same capacity as a supervisor on planning boards which conservation districts are authorized to participate on.

THEREFORE BE IT RESOLVED, that Montana Association of Conservation Districts take the necessary measures to establish Conservation Districts as a liaison between concerned citizens and resident government agencies — including the U.S. Fish & Wildlife Service-Charles M. Russell National Wildlife Refuge, Bureau of Land Management, Montana Fish, Wildlife & Parks and the Army Corps of Engineers — to address weed control, fire suppression, access, wildlife management, range management, water supply, water quality and other areas of concern that exist or may arise.
