Each year, MACD’s member districts are invited to craft and submit resolutions that will help direct the advocacy and policy work of the Association on specific natural resource issues. Through the resolution process, districts are able to provide the Association with direct input on natural resource topics of high interest or concern at the local, regional, state, and/or national level.
Resolutions are drafted and approved by a local Conservation District prior to September 1 each year. The resolution then travels to the respective annual Area meeting, held in September/October, where it is deliberated by the Conservation Districts of that area.
If the resolution passes the area meeting, it then moves to the MACD Annual Convention in November. At the convention, it is assigned to a committee, which considers the resolution and then recommends a motion of “Pass” or “Do Not Pass” for the full membership body. The final step is a vote by the full membership during the general session at Convention.
If a resolution passes before the full membership of MACD, it then becomes part of the policies and/or workplan for MACD legislative and advocacy activities. If the resolution has national or federal agency implications, it is sent to the National Association of Conservation Districts for consideration during their annual convention, held in January of each year.

The MACD Committees have been reviewing resolutions older than five years. Recommendations from committees and sponsoring districts are available here: 2021 Resolution Review. (Please note that the Water Resources Committee resolutions will be reviewed at a later date). These recommendations will be discussed at Area Meetings and voted on at the 2021 Annual Convention.
THEREFORE, BE IT RESOLVED, that the Montana Association of Conservation Districts pursue legislation allowing, the supervisors may to adopt a resolution changing the structure of the board to include five elected supervisors and two supervisors appointed by incorporated municipalities within conservation district boundaries to represent urban interests, when only part of an incorporated city is within the conservation district boundaries.
BE IT FURTHER RESOLVED, it further resolved, that the Montana Association of Conservation Districts pursue legislation allowing the municipalities to appoint urban supervisors that live within the district boundaries but not necessarily within the city limits.
BE IT FURTHER RESOLVED, that the Montana Association of Conservation Districts pursue legislation that the two urban supervisors appointed will represent all the municipalities within the Districts.Read full resolution
THEREFORE, BE IT RESOLVED, that Montana Association of Conservation Districts encourage the Montana Department of Natural Resources and Conservation to assist conservation districts in their efforts to promote beneficial use of Montana’s waters by supporting legislation allowing use of conservation district reserved water under approved development plans by exempting proposed projects from the change in appropriation process under Title 85, chapter 2, part 4, Mont. Code Ann., where:
1) The source is identified on the original reserved water application;
2) The original public notice reflects correct information of proposed use;
3) All or any portion of the proposed place of use is located in any township, range, of the originally designated project boundary as defined in the original plan. ;
4) The proposed use does not exceed 10.0 cubic feet per second or 1,000 acre feet per year; and
5) The purpose is for agricultural irrigation.Read full resolution

09-12: Support of the Bureau of Land Management’s Record of Decision and Approved Resource Management Plan for the Upper Missouri River Breaks National Monument
THEREFORE, BE IT RESOLVED that the Montana Association of Conservation Districts stand in support of the BLM’s Record of Decision and Approved Resource Management Plan for the Upper Missouri River Breaks National Monument and vocalize this support through a variety of means, including letters to Montana’s Congressional delegation, Governor, state legislators, and federal agencies as appropriate; press releases; lobbying efforts; and any other appropriate venue.Read full resolution

09-07: Opposing Efforts To Create A Multi-Million Acre Wildlife Reserve With Bison In North Central Montana
THEREFORE BE IT RESOLVED, that the Montana Association of Conservation Districts pursues and supports a temporary moratorium on the conversion of State and Federal grazing leases from cattle to bison; and
BE IT FURTHER RESOLVED, that based on a study and assessment, a uniform guidance be developed on how to proceed with bison restoration efforts and grazing conversions in Montana.
NOW THEREFORE BE IT RESOLVED, that the Montana Association of Conservation Districts stands opposed to the conversion of millions of acres in north central Montana to a wildlife reserve with bison until a study of the social acceptability and an assessment that studies the cumulative impacts of a multi-million acre wildlife reserve on the natural resources, economy, and communities are completed.Read full resolution
