NOW THEREFORE BE IT RESOLVED:  The MACD requests the Montana Association of Counties (MACO) to correct this oversight and assure that PILT funds are distributed in the same manner as the property taxes they replace.

19-06: Requesting the BLM Deny the American Prairie Reserve Proposal to Remove Interior Fences and Graze Bison/Buffalo Year Round *DRAFT*

THEREFORE, BE IT RESOLVED,  the Montana Association of Conservation Districts (MACD) strongly opposes the APR’s request to ignore over 80 years of proven grazing management success and their proposal to implement practices that have been proven to be disastrous to the natural resources; and

BE IT FURTHER RESOLVED, the MACD requests the BLM to protect the soil, water, economy and livelihoods in our districts by conducting an EIS that will address the concerns of our constituents.

19-03: Study the Possible Establishment of a Personnel Committee *DRAFT*

THEREFORE, BE IT RESOLVED: that Montana Association of Conservation Districts (MACD) is to work with the Montana Department of Natural Resource and Conservation to develop a framework to better address internal organizational issues such as personnel conflicts and performance issues.

The recommendations from this task may include the creation of some sort of Personnel Committee(s). Any recommendation(s) would be presented to the Districts for their consideration in time for adoption at the 2020 MACD Spring Board meeting.

THEREFORE, BE IT RESOLVED: that the Montana Association of Conservation Districts notify our Congressional Senators and Representative that MACD requests their support to secure federal ratification of the CSKT Compact, thereby providing protection for State-based water users on and off the Reservation, making water available for future development and providing certainty for all parties.

THEREFORE, BE IT RESOLVED, that the Montana Association of Conservation Districts shall amend the Articles of Incorporation from a 501(c)(4) to a 501(c)(3).

BE IT FURTHER RESOLVED that the Montana Association of Conservation Districts shall amend its Corporate by-laws to reflect the Articles of Incorporation.
