The Wildlife Habitat Improvement Program (WHIP) is a federal grant program for large-scale noxious weed control projects to restore wildlife habitats. Grant awards are based on project eligibility and competitive ranking criteria, which include: enhancement of ecologically important wildlife habitat and native plant communities through control or management of noxious weeds that directly threaten habitat functions; a landscape-scale approach; broad partnerships involving multiple landowners (private and public); areas open to public hunting; and a minimum 25% non-federal cash match. Awarded grants can be structured to provide funding for up to five years. Conservation Districts are eligible to receive and administer WHIP grants, or participate as a project partner and provide support to WHIP grantees (e.g., county weed districts, local watershed groups).
